David Seltz is the first Executive Director of the Massachusetts Health Policy Commission (HPC), an independent state agency charged with monitoring health care spending growth in Massachusetts and providing data-driven policy recommendations regarding health care delivery and payment system reform. The HPC’s mission is to advance a more transparent, accountable, and innovative health care system through independent policy leadership and innovative investment programs. David will speak about the HPC’s past, ongoing, and future work in furtherance of this mission for better health and better care – at a lower cost – across the Commonwealth.

David Seltz is the first Executive Director of the Massachusetts Health Policy Commission. Prior to this role, David was the chief health care advisor for then-Senate President Therese Murray and served as the Special Advisor on health care for former Governor Deval Patrick (MA). Through these positions, he advised the passage of Chapter 58 of the Acts of 2006 and Chapter 224 of the Acts of 2012. David is a 2003 graduate of Boston College and originally from Minnesota. He was a recipient of Modern HealthCare’s 2015 Up and Comer Award, which recognizes young executives that have made significant contributions in the areas of healthcare administration, management, or policy.
